There was a lawsuit about this. The ruling was that because the stores are given the choice of a replacement card or cash, it is their choice on which they want to provide. Of course they choose a replacement card.
$9.99 is the most that you are guaranteed to be able to cash out (law specifically says less than 10, not 10 or less)
