In my opinion, if you fly CCS-BOG with non-OW carrier, this sector is considered as a surface sector. Because Global Explorer rule does not permit COMBINATIONS.

If you purchase a OW Global Explorer ticket with this itinerary, and CCS-BOG is NOT considered as a surface sector, please report in this forum.
It is important for us.

By the way, as number_6 mentioned, you can book only Y class for SCL-IPC segment.
Booking class rule of LA/LP domestic flights is same for OWE, OW Global Explorer, and OW Circle pacific.
