Basically you are only allowed 2 stopovers and 4 sectors in Europe/Middle East.
You have more than that when you include ACC and CAI together

ACC is considered as Africa. So I am within the europe limitation:
DUB-LHR/x-ACC(AFRICA)/o-LHR/x-USA-Asia-LHR/o-CAI/o-LHR/x-DUB
So 4 segments: DUB<->LHR, LHR<->CAI
2 stops: LHR(after asia), CAI

4. 1 INTERNATIONAL DEPARTURE AND 1 INTERNATIONAL ARRIVAL FROM/TO THE COUNTRY OF ORIGIN PERMITTED EXCEPT AS FOLLOWS:
This is an IATA ticketing rule for normal fare.
Other than Europe, international departure/arrivals are limited to 4 times respectively. In Europe, the number is 3.
However, this rule should not be applied to special fare such as OWE.
For example, I got OWE ticket including 5 international depatures from LHR.

1. Dub is in Ireland not in UK so should be ok. (I have 2 inter-con arr/dep, but it is allowed if I have Ghana and 1 of them is transfer (which the LHR to/from ACC is /x)
2. I have the similar thing as well with my last two OWE ex-Canada and ex-New Zealand.
no question asked, just this time..
**Do you think the rate desk is fault in applying the restriction to OWE?
Thanks!
