My comment on believing that there was a legal reason was from having heard before that someone had taken them to court at some time and that they had been forced to allow paying members rather than a "theer must be a law". My belief is that AA like fleecing their members for an extra $250-$400 a year to have the same privileges that other OW members get for free.
