Rollerboards with wheels out in overhead bin. Why?

On my last flight which was on Alaska Airlines I noticed that rollerboards where suppose to be put in the overhead bin with wheels facing out (towards you). Why? It is clear to me that putting rollerboards sideways in the overhead bin makes no sense because this takes up to much space but why should the wheels facing out. With a lot of rollerboards wheels out means that the hardened bottom of the luggage faces the hatch of the overhead bin. This makes it harder closing the bin and in some cases even impossible while if the wheels were facing in the bin and softer upper side is looking out the hatch can be closed by squeezing the rollerboard (not the nicest way but efficient).

My only explanation for the wheels out role is that when you have to take the rollerboard out of the bin you automatically need two hands to pull it out of the bin. On the bottom is normally no handle where you can pull the rollerboard out with one hand. Of course pulling out a rollerboard with one hand causes in most cases that the rollerboad falls uncontrolled out of the bin and in the worst case on someones head. So is this a safety measure? Any other explanations.
