The newly expanded IAB is much nicer and more efficient than its predecessor. The new security checkpoint is very nice, and would be even better if the TSA staffed it correctly. The AeroTrain is lovely and very convenient to for A and B gates. The fourth runway allows increased operations.
While the UA experience at Dulles sucks, the traveler experience for other airlines is superb.
As a GE member, the first doesn't really matter to me given the short visit; disagree with the second although agree with your caveat; don't entirely agree with the third, even for non UA, there are issues with the design and capacity that will plague that system for years maybe forever; I'll give you the fourth, although I can't say there has been any specific improvement felt to ops as a result IME.
