There must be MANY MANY gate agents who have been happy to have you as a passenger. In almost all developed countries and most emerging economy countries you will pay the tax before hand and that tax will be included in your ticket. Only a few places (ie. BKK and many Central American countries) do you actually pay cash on departure.

Therefore, as Chiangi said, taxes on a OWE will vary wildly based on your destinations. If you include a couple stops in London in Biz Class that is almost 100USD that will be collected at ticketing!!
