I have had many problems with using Paypal from China. Many times they have frozen my account right after I do some activity and I have to call and go through many hassles. I think at this point they have finally put some notes in my account that it is OK to see activity from China. ^
Don't feel bad, PayPal did the same thing to me for sending $5 from my US account from a UK IP address. Pain in the rear to fix it, as the web interface got stuck in some sort of infinite loop that wouldn't let me do the things I was supposed to do to fix it.
