A sector is a flight on your ticket. A stopover is generally a stop in a city for more than 24 hours.
"No more than three transfers permitted in any one city" is a pain. I guess I wasn't the only one to throw a few gratuitous ORD-MKE-ORD sectors into my last RTW.
