Why not - there are plenty of companies shipping to Germany and the "Deutsche Post" doesn't make any difference whether they deliver to Berlin/Cologne/Hamburg or to Oettingshausen
Just google for some key words (e.g. steak online bestellen) and you get lots of sites.
However, if you live in a rural place chances are good there is a local butcher which might sell meat with a really good quality, at least that’s my experience.
