Answers to some, but not all, of your questions

Hi Everyone, below are answers to some, but not all, of your questions. They won't go unanswered. But, to ensure you're getting the right information, I've sought further clarification on some myself. Once I have the scoop, I'll let you know.

Hi golfingboy, yes, this benefit is valid for the domestic portion of an international itinerary. I also believe these upgrades are valid when traveling domestically on a three cabin aircraft from Business to First. This benefit is simply an extension of the already existing elite upgrade benefit that was previously only valid on revenue tickets.

Hi CLEguy, these upgrades will be prioritized in elite tier order, followed by fare class. For example, 1K members on revenue tickets will be cleared, followed by 1K members on award tickets, followed by Premier Executive members on revenue, and so on.

Hi av8r316, the new MileagePlus Explorer card is the first card that has been introduced, but, as you may expect there's more to come in the next year.

The wording seems like only existing/previous MP Chase Visa accounts are ineligible.
Hi UAL1200, your interpretation is correct. The 25K mileage enrollment bonus only applies to new Cardmembers, and does not apply to current Mileage Plus and OnePass Chase Cardmembers who switch to these cards.
