I could see a few reasons
- Don't live in a Southwest flying city
- Have too many cards/inquiries with Chase
- Have too many inquiries in general
- You don't want to fly Southwest.
Some people may be waiting for an even more lucrative offer.
This card is a heck of a deal, IMO. You know the cash value of what you are receiving; it's $833 toward WN fares, not a stash of miles which you may or may not be able to use to take a specific trip you have your eye on.
As these apparently post as Companion Pass-qualifying points, for my wife (and mother-in-law, too) I am having her wait until January, hoping the offer is still good then. This will get her about halfway to a 2-year Companion Pass worth several thousand bucks to us in one whack.
Even if you aren't in a WN city, the points never expire as long as you have some activity every once in a while. Surely someday you or a friend or relative will have opportunity to use them. Or WN may expand to your area.
