I've never had any issues with hand luggage at DXB, sometimes it was way more than 7 Kg.
Try taking the Accra or Lagos flights. They have teams of staff prowling the gate area with mobile weighing scales and bag tags. They pick up probably 100-150 overweight bags each flight.
