You can't take action against a passenger if there is not disruptive or suspicious behavior. But you can't blow off passengers who may genuinely feel they have a legitimate concern (not all concerns are racist).
Either way, it's a tough call for the captain who knows that no matter what decision he makes, there is going to be a letter written to the airline that he will have to answer to.
I do agree there is no perfect answer, but if the TSA is so good why would any one have any fears?
