This is an interesting question. I don't know if the new policy specifically addresses that. Perhaps someone can stop by the BA T5 Arrivals Lounge and ask Though I don't know why one would purposefully trek all the way from T3 to T5 just to use BA's Arrivals Lounge unless you had a connection there or were meeting someone there...
