I haven't played at MGM, but I do know that at Bellagio they have cut many off-peak waitress shifts. In fact in one of the high limit areas, they do not even have waitress service on some graveyard shifts. I know that the workers all live off tips so slow shifts are never good, but to not have certain shifts staffed at all seems to go a bit far.

If at table games, just tell the pit boss you want a drink - whoever is there should be able to get a waitress over for you.
