There is no "special" line for Diplomats and APEC at IAD - not in IAB or in the mid-field facility. Diplomats and APEC card-holders are directed to the "Citizens" line rather than the "Non-Citizens" line. The "Citizens" line is typically shorter and moves faster than the "Non-Citizens" line.
By the way, a foreign Diplomatic passport needs to have a USA "A" or "G" diplomatic visa for this courtesy. i.e. A French diplomatic passport with a Russian diplomatic visa doesn´t qualify...
