They've been offering official connecting flights like this for yonks, - just only a subset of their routes. Yes that subset of routes has changed, but I wouldn't call the concept new.
Also, keep in mind, many of the Vueling flights are also available under an IB code for connections with IB (and others) off the vueling network.
