EZE/AEP

All, I have a group of 30 flying YYZ-JFK-SCL-CORdoba on Friday. They are then going to be flying COR-AEP, spending 4 days in BA and the EZE-SCL-JFK-YYZ.

We did the itinerary this way because we were all told that they only had to pay the fee at EZE. Then, they included AEP but said that it was only international arrivals at AEP.

the state department page says:
U.S. citizen tourist and business travelers arriving in Argentina at Ezeiza International Airport must pay an entry fee. Currently, the fee is only charged at Ezeiza and Jorge Newbery airports.
This doesn't make any sense, clearly.

I called the Argentine Embassy a month ago and was assured they do NOT have to pay the fee. Why is this so unclear?
