Are translations for FA announcements on international flights required?

Is there a government mandate (either by FAA or other agency) that translations be provided for the flight attendant announcements on international flights? My buddy was on a ORD-PVG the other day and the crew/plane was changed due to some mechanical issue. The new crew had no Chinese speaker so they solicited passengers for the task. He volunteered and they upgraded his seat to F (he was sitting in J). Are the translations optional or do airlines have to provide it?
