Are translations for FA announcements on international flights required?

Are translations for FA announcements on international flights required?
Is there a government mandate (either by FAA or other agency) that translations be provided for the flight attendant announcements on international flights? My buddy was on a ORD-PVG the other day and the crew/plane was changed due to some mechanical issue. The new crew had no Chinese speaker so they solicited passengers for the task. He volunteered and they upgraded his seat to F (he was sitting in J). Are the translations optional or do airlines have to provide it?

I assume that flights entering another country would be bound by the rules of that country. I also assume that France would require French safety announcements to be given on all inbound and outbound flights, regardless of airline nationality, etc.
With specific regards to France, AA needs to make sure their French speakers can really do a good job in IRROP situations. I had a flight the other day where the captain was explaining a minor glitch with native anglophone ease so as not to alarm passengers, but the French interpretation came off as the captain being very worried about an unidentified problem with the airplane. I wrote a better spiel on a napkin and handed it to the FA.
