I'm totally missing the issue here ... if you have money and want to exchange, I've yet to be in any inernational airport without an exchange window of some sort (bank or just facility), or an ATM. There should be no problem making the exchange prior to venturing to the city, how much you exchange at likely unfavorable (versus the city) rates, is your call.
