You are factually wrong. As a DL DM last April, I gave up on DL. So far this year I have had 24 domestic mainline CO flights as a PLT and have been upgraded at least 3 days in advance on 19 of them. On 3 others, I have been upgraded at the gate. That leaves exactly 2 that I have received no upgrade on. And, most of those flights have transited IAH and EWR.
So, CO may occasionally sell upgrades but it is inarguable that the CO system is FAR more beneficial to high spending flyers than DL is.
