I believe SWU and miles+copay EXPs are properly interleaved (VIP1 for the former, UPG1 for the latter), but SWU users that are PLT or GLD (VIP) will end up interleaved with non-status miles+copay users (UPG), because PLT miles+copay users (UPG2) and GLD miles+copay users (UPG3) are ordered by status in the PALL list but SWU-using PLTs and GLDs are not. Basically, the lack of a VIP2 and VIP3 code appear to cause SWU requests from PLT and GLD to end up not being interleaved with miles+copay requests from same.

Does it work differently (more "correctly") before it goes to airport control? Ie, when C (or whichever upgrade class you're after) opens up hours/days/weeks/months earlier, does the system check waitlisted upgrades of both types in order of status, or in the order of the codes you mentioned, or something yet else?
