Basically, the lack of a VIP2 and VIP3 code appear to cause SWU requests from PLT and GLD to end up not being interleaved with miles+copay requests from same.
This is at airport control, right?

Does it work differently (more "correctly") before it goes to airport control? Ie, when C (or whichever upgrade class you're after) opens up hours/days/weeks/months earlier, does the system check waitlisted upgrades of both types in order of status, or in the order of the codes you mentioned, or something yet else?
