There really are not enough people who would switch their travel plans based on their chances of an upgrade. Remember for the vast majority of travellers it is Price, Price, Price, and Time of departure that matter. Every survey says that Safety is their number one priority in choosing a carrier, but for the most part it is taken for granted.
