You might want to consider that your minor issues may not have risen to the level previously that they would come to the attention of the
federales. By applying for GE, you guarantee that they will become aware of them, and they may cause you hassles both in connection with routine entries into the US and (potentially) other countries with whom the US exchanges information.
Sure, they could always get access to that information, but that doesn't mean that they have/would in the ordinary course.
Just suggesting that you might want to take a broader look at the implications of applying, as not only might you not receive GE, but your travel experience might get appreciably worse.
