That's what I'm wondering, too. Say a passenger way in the back of a DL 757 has three seats to him/herself, has a roller bag that won't fit under the seats, and can't find space overhead. Could that passenger just decide to strap the bag to one of the neighboring seats without triggering a safety concern from a DL FA?
