The way I have interpreted that rule is that once the fee is paid, it is non-refundable. It does not matter if you cancel your flight before finding out if you get upgraded or not. You paid the fee, and thats that. If you cancel your itinerary and rebook a new one, you start over again from scratch.
But IF SAS says that my upgrade is "no good" I will get my fee back......because the upgrade did not go through. And will SAS say no to my upgrade because my itinerary is cancelled...+
