The Diamond guaranteed room available benefit is for a room w/i 48 hrs of arrival at PREVAILING RACK RATE. That means if the room rate is 550 euros, you will get the room AT THAT PRICE.

If you are looking for a room 2 wks from now, the benefit does not apply yet.

If you are talking about an AWARD room, there is no and has NEVER been a guarantee of a room when awards are gone. It is NOT a Diamond guaranteed benefit, never has been. Hotels can declare "extraordinary demand" to limit awards inventory.
I believe you are talking about Diamond Special Request. Sometimes a Diamond can get an award room when inventory is otherwise gone. It is ultimately up to the hotel. It is NOT a Diamond guaranteed benefit!
I just searched for Hilton properties in China trying to find one where I might book a reward stay after a planned business trip in May for some R&R. Hilton Sanya is what I had in mind but the search gave me everything in China. Most had availability and few did not but one, a Hilton in Guangzhou, displayed a button/link/Diamond icon that just said "Diamond Desk". Clicking it popped a message panel that read:

"Please Note: If search result properties display the Diamond Icon, that property is listed with no available rewards. Please contact the Diamond Desk at 1-877-444-9847 to see if they can make your reward reservation. Sorry, the Diamond Guaranteed Availability benefit is not currently available online."


This pretty sounds to me like there is a "Diamond Guarantee" even for reward stays...
