See it gets more complicated as you think it over - and it's already complicated enough.
This is how UA, CO, AA and DL do it. Why can't AC? Guess someone around here could develop an app that would set off an alarm at the exact second one's upgrade window opens then takes you to the AC site where you can order up the upgrade...
There's nothing complex about cueing bookings in this way based on the normal priority, augmented by the earliest booking/request. SEs will always go to the top of the waitlist queue when R is not available, but then it becomes a matter of when the booking was made and who has the higher fare class between SEs and Es.
