Just to play devil's advocate, could he have been early for his shift or hanging around late after his shift, thus not on the clock? If that's the case, I don't think he should have been doing it in uniform because of the obvious perception problem. If he was "on the clock" somehow I don't think that TSA/DHS would approve of him collecting carts and supplementing his income in such a manner. Any funds collected should have to be forfeited to a charity, think March of Dimes or something.
