International Flights:
Yes but only Premium Economy upgrades. JAL started selling discounted PY upgrades at check-in but mileage credit and lounge access will be based on your original ticket. No discounted upgrade fares for other travel classes. For detail, please visit: http://www.jal.co.jp/en/other/info2010_0702ug.html

Domestic Flights:
Class J upgrade is available for 1,000 JPY and Domestic F upgrade is available for 8,000 JPY (7,000 JPY from class J)
