Delta is no longer selling seats on that flight so I would agree its probably either at capacity or oversold. There are a fair amount of blocked seats on every flight so just because there are no seat assignments doesn't necessarily mean it is oversold. Those blocked seats will be used by the gate agent to accommodate anyone lacking a seat assignment.
