I sat in economy ewr-pek, and during each meal one male flight attendant kept forcing us to bring our seats upright. This has never happened to me, including the pek-ewr I just got off of a few hours ago.
I have seen this happen many times on international flights, but more frequently on other airlines than CO.
I like the extra bit of space while I consume my meal. I assume the guy behind me feels the same way, so I always try to bring my seatback forward during meals. In short - I think it is a good policy in the Y cabin (perhaps excluding those dining in the ELR seats.)
