homeland security can mandate we all get the shot to prevent terrorism, since us citizens, especially the elderly and those with large breasts, are clearly the biggest threat...

they can give them out at cvs with flu shots.

kids can get them with their usual pediatric vaccine cocktail...

this will even stop elementary school kids from plotting attacks and/or terrorizing their teachers and fellow students...

yes, i'm joking, but somewhere, in some drug company/homeland security think tank, someone is taking this idea seriously.
