I personally think a 4 PM late checkout is being more than fair on management's part (and I'm not a "company" man).
you have a pretty good understanding of how it works, once a housekeepers board is complete they leave for the day, larger hotels (think convention hotels) typically have a few ppl clean rooms in the pm as well
