Are you sure you're not thinking of SPG? In the Marriott T&C, it lists the benefit as being applicable to all elite levels (with no differentiation of benefit between them), and it is very vague and doesn't give any kind of guarantee or time.
Did you find something in the T&C that I'm missing?
