The IslandAir rates are bookable by anyone; no restriction as to residence. But if you will be picking up the car before February 1, you might also try AWD H854900, which is posted on the Avis "Deals" page: it will get you a weekly rate on a compact at KOA for $159/week, plus taxes and fees, on some -- but not all -- dates in January. Not sure if that AWD code is stackable with any Avis coupons.
Our dates are Mar 7 to 14. I have the Budget rezzie in place right now but will continuously monitor any airline / hotel promotions to add the coupon code. The Budget rate is $132.90 before taxes and fee.
