Absolutely. That is what I was alluding to. The OP originally was wanting a "uniform baggage policy" and was also later talking about a "seamless and simple" situation with Star
There is nothing that makes the Star policy any more seamless or simple or any more uniform than One World. The reality to me is that the OP doesn't want simplicity , just to be able to take extra for free
I would be surprised to see OW offer a uniform allowance across all cariers and I would not like to see that since would likely lose the benefits such as being able to take 3x32 Kg on BA ; also I cannot see why OW would want to offer a benefit which has a direct money loss to the carriers ; other benefits generally have a low cost to provide whilst allowing 10Kg could be a loss of $400 of revenue to an airline
