SNA-LAX Counted as a Ground Segment. Why?

We are flying into SNA (Santa Ana, CA) and out of LAX to HKG. Cathay Pacific in calculating the fare is treating SNA-LAX as a ground segment. Is this correct? It would seem that these should be treated as Los Angeles area airports.

This has been the case when we have flown out of DCA and back into IAD.

Any thoughts?
