I can't help with the Verified by Visa issue, but I have successfully purchased WizzAir tickets with no surcharge from the australian online agency Best Flights (
www.bestflights.com.au/). For some reason Best Flights have had no problem accepting my U.S. issued card, and I then receive the email confirmation a minute or so later directly from WizzAir. ime, Best Flights doesn't have a place for paying for checked luggage, but this is not a problem; after my credit card has been charged for the flight, the Wizz site seems to have no difficulty accepting the same card for the checked luggage charges (i.e. the identical card that it would not accept for purchasing the tickets just a few minutes earlier....). I have no idea why this workaround works, but give it a try.
