It turns out that the phone number country code validation is tied to the country (e.g., if you set your country to Germany, you'll be able to enter the German country code). My country is set to the UK, and I'm using 44 as the country code. What you describe isn't my problem.
Sadly, I can't replicate my problem right now because goldpassport.com is kicking me out all the time... sigh.
