I thought membership in the credit union was heavily restricted to government/Pentagon employees. No outsiders.

What is the redemption rate in general - for example, how would it compare to a grandfathered Travelocity Amex earning 2pt/$1 and redeeming 20k points (10k spend) for a $400 travel credit?
