Help me decipher visa rules from timatic

My Dad is an Indian citizen traveling from DEL to EZE via FRA and back to DEL via SCL-GRU-FRA. He will have visas for Argentina and Chile as we are going there, but it wasn't clear to me if he needed a Schengen/German transit visa.

This is what *A.com's timatic application says. Now my Dad has a 10 year UK visa that goes till 2016, and as I said above he has visas for his destination. Maybe I'm dense, but it's not clear to me from the text below whether he needs a transit visa for Germany or not. It seems that this is saying that unless you're traveling to the US, Canada, UK, non-Schengen member state, etc. and have a valid visa for those, you need a transit visa.

TWOV (Transit Without Visa):
Visa required, except for Those transiting to a third country

provided holding an I-797 notice of an extension

applicable to that visa.
- Conditions: TWOV available, provided passenger:

- holds all travel documents required for entry into
country of destination; and

- is properly ticketed with a confirmed reservation for the

connecting flight:

- within 24 hours, through Frankfurt or Munich; OR
- on the same day between 04:30 and 23:30 through Hamburg;
OR
- on the same day between 04:30 and 23:00 through
Cologne/Bonn; OR
- on the same day between 06:00 and 21:00 through
Dusseldorf (SEE NOTE 40424).
*Note:TWOV is not possible when arriving from a
non-Schengen Member State AND departing to a Schengen
