Names with an initial O followed by an apostrophe are typically Irish: O'Neill, O'Reilly and so on.

The section of Paris between Jardin du Luxembourg and the Seine is not spelled that way. If the apostrophe was used instead of an accented letter (it's properly Odéon, with an accent aigu on the "e") it's in the wrong place.
