I wasnt there but I find this very hard to believe, as people are missing flights for all sorts of reasons and flying on a later flight while their bags still flew on the tkted flight. Which means their bags beat them to EWR (in this case) and is waiting for them at the BO.

If it was closed then no way for anyone to get their bags.I wouldnt expect it to be closed till awhile after the last flights bags have come out.

Could be no one was standing there but may have gone inside when you looked. Ive come into EWR with CO numerous times close to or after Midnight and never saw that the BO was closed down.And a few times I knew that was the case since my bag flew on teh flight I was tkted on and I flew on a later flight
