It ofcourse does not transfer responsibility and I never meant that.. but what I mean is that in these huge PPP projects ( specially in developing countries), stringent oversight is required which was not the case here.. so there is some blame for them too ..

.. Never denied this.. just saying proper monitoring and oversight should have been there and this is where I blame the govt agencies for failing.. but ofcourse this does not absolve DIAL in any manner nor reduce their responsibility..
