That does not transfer responsibility from DIAL to GoI. If Govt owned AI orders aircraft from Boeing and Boeing delivers shoddy aircraft, which AI accepts, AI/GoI can be blamed for not exercising their oversight authority. But the blame still will go to Boeing for delivering a shoddy product.

Unless you manufacture facts, no one has said that regulatory agencies of the Govt had no say. What I am saying is that GMR is primarily responsible for the shoddy construction. If you sell me a shoddy product, you are responsible. I can be faulted for not exercising due caution. But that does not mean you sold a good product. @:-)
