No, at T-24 there about 10 F seats open and I was #1 on the list. The "customers upgraded into first" number didn't change, and neither did my spot on the list (eventually slipped to 2), but the number of open F seats slowly dwindled. There was 1 battlefield. If the number of "upgraded" isn't changing then people are buying F fares. The fire-sale priced buy-ups absolutely show up on the list as upgrades. Also, elites buying up to Y/B/M-Ups will show on the upgraded list as well.
