I differ here in my opinion.. I am not blaming ONLY the govt for the failure ofcourse.. the main blame is with DIAL which again is a consortium including AAI..My view is something like this..

AAI and ofcourse the govt thru Ministry of Civil aviation decided that Delhi needs a new airport for the future.. tenders etc were floated and then awarded to DIAL.. Now when DIAL got this, then it surely would have given and got approved elaborate plans with minute details about each and every thing and that would have been approved .. Now this was a project which impacts the image of the city & country if not implemented and completed properly ( which is the case now) and I don't believe that there were no regular inspections, meetings, liasioning , monitoring by the govt on this..
Project was awarded on basis of detailed project plans and its commitment to fulfill those plans within a certian time and with certain quality, but does that mean no one else including external surveryors/ auditors/govt agency have done any monitoring. I would not believe that since this is one project which is so important for the image of the city...
R we saying that no one in any govt agency has any say in this ? and that no one can take GMR to task for the shoddy finishing in some areas or delayed completion ??
I mean, we also have big marriages and other events in our personal lives wherein we give contracts for the functions etc and sometimes for the whole event..BUT then too someone or the other from the family is normally monitoring how the preparation is going etc etc.. since finally if on the marriage day they find the place not complete, or finishing not proper or things not delivered as promised, their (the families) image goes for a toss first..
For me its something similar for delhi and I would not want to believe and would be very surprised that the govt/govt agency could not do anything to ensure better work..R we saying that GMR cannot be taken to task ??
Why have we not seen any criticism from the govt for this ?? ( ok I know wht can they say when they r themselves in the dump for the stadiums and other things)

IMHO pvt enterprises in India r nicely developed but in a project like this where there is high captial outflow, they r used to cutting corners to save cost and they sometimes take things lightly which has been the case here..
